Part One will be an overview of the foundational role of standard operating procedures in police departments. In today’s world, municipalities need policies which provide officers with clear direction as to their responsibilities. This section will discuss best practices which municipal officials and their police leaders can use to plan, research, write, review, and implement standard operating procedures. It will also provide practical tips to facilitate the process.

Police Department Liability for the Governing Body
Tuesday, June 14, 2022 - 10-11:30 am

Part Two will address the major factors affecting municipal liability for police operations. This section will focus on the high-risk critical tasks, which are those police functions most likely to trigger municipal liability. It will also provide practical tips to help elected officials and police leaders reduce the potential for significant lapses which may result in liability.

Use of Force and De-Escalation Procedures
Tuesday, June 21, 2022 - 10-11:30 am

Part Three will focus on police use of force and de-escalation. The legal authority to use force is one of the most significant aspects of policing, and this section will help municipal officials and police leaders meet their constitutional obligation to ensure officers use force reasonably. It will also address the use of de-escalation techniques, which can help safely resolve some police incidents with little or no force.
