This session will cover the details of Act 61 of 2020 which went into effect on September 14, 2020 and gives municipalities another tool to address blight. The new law provides for a declining ten-year exemption on improvements specifically for owners who repair or redevelop blighted properties in designated areas. As a condition the owner must agree to correct all code violations, pay all delinquent taxes, and increase the value of the property by at least 25%. Failure to maintain the property after the tax exemption can result in the recapture of the real estate taxes exempted.
